Why is access control carried out at a construction site?
The tax authority obliges the main contractor to report the construction site's employee information monthly (Construction disclosure obligation). Also according to the Occupational Safety Act, a list of employees must be kept on the construction site (Occupational Safety Act 2002/738). For this reason, construction workers must have a tax number and a photo ID (Tax number and public tax number register). For example, Vastuu Group's Valttikortti card is acceptable as a personal identification card.
What is electronic construction site access control?
Electronic site access control refers to electronic solutions that allow the main contractor to see a list of employees working on the site. The employee information stored in the electronic system includes: tax numbers, employer information and dates of birth. The employee information on the site is displayed in real time and can be viewed later. It is easy to report employee information to the tax authorities electronically.

Access control device for construction sites
With the electronic access control service, you can easily collect information about all employees working on a construction site. Stamping can be done either with a Valttikort or an NFC tag. When using a Valttikort, the user is automatically added to the service upon first login, and users do not need to be added to the system manually. Construction site access control information can be sent automatically to the tax authority's Ilmoitin.fi service or Vastuu Group's construction site register service.

Access control with a mobile device
Electronic access control can also be implemented using a mobile device. This is a suitable solution, especially for smaller construction sites, where an access control device is perceived as an expensive solution. For small numbers of users, the mobile application is more affordable and location information can be taken from the timestamps, which ensures presence on the construction site at the time of the timestamp. Setting up a new mobile user in the system is easy and making timestamps is effortless, but for more than 10 users, it is worth at least considering a Valtti card-based access control service.
Can access control be done in Excel or on paper?
The main contractor is not obliged to use electronic access control, meaning that the main contractor can, if they wish, perform access control using Excel or on paper. Manually collected information can be reported in MyTax or with a paper declaration.
However, it is worth considering whether it is sensible for management to allocate expensive working time to manually maintain access control data and employee information. Prices for the electronic access control service start at €59/month.
What is meant by 'Construction Disclosure Obligation'?
The construction disclosure obligation is a law that obliges the main contractor to report information related to the construction site to the tax authority if the total value of the construction site's contracts exceeds 15,000 euros (VAT 0%) and the site is a so-called joint construction site. In this case, the main contractor must report the site's employee and contract information in a construction notification. If more than one company is working on the site simultaneously or without delay, it is a joint construction site. If a main contractor has not been appointed, the developer must submit employee notifications. There can only be one main contractor on the site.
The Tax Administration must be provided with monthly information on employees, independent contractors, employers and temporary workers. In addition to employee declarations, the main contractor must submit contract declarations. Contract declarations can be submitted in the tax authority's OmaVero service or in Vastuu Group's construction site register.
